Why did the freight train bring a ladder

Because it wanted to reach new heights in load securement! I can tell you from experience, the safest loads are the ones that stay put, even when the tracks start to twist. Just yesterday, I had a load of steel beams that felt like it was ready to jump off the train at every turn until we tightened up the straps just right. Anyone else dealt with a load that was a little too eager to dance?
